Since its inception, the Uriah Group has been asked by both public and private sectors to deliver analysis, consultation, and training services to address the challenges faced during a crisis impacting a community’s infrastructure. We focus on examining and testing existing crisis management operations, including Continuity of Operation Plans (COOPs), pre-planning, and prioritization of incident response and recovery operations.
For example, in light of recent threats and attacks on our transportation systems, the City of Baltimore requested a one-day tabletop exercise (TTX) involving a transportation crisis in the proximity of Oriole Park at Camden Yards on Opening Day. We have also developed exercises for the USDA Food Safety Inspection Services (FSIS), Department of Homeland Security (DHS), various State Agriculture and Health Departments, and the commercial food industry, such as Sodexho.
The overall scenario for the Baltimore TTX began with deliberately staged terrorist attacks. The simulated incidents resulted in casualties and damage requiring emergency support, medical support from appropriate responders, patient transport, and healthcare facilities. This scenario provided the backdrop for the crisis, and necessitated a focus on planning, prevention and deterrence, response, and recovery to minimize loss of life, damage to property, and resultant economic losses. The exercise stressed the operational continuity of the City government, its leadership and its response systems, and the impact on community and private businesses.
The emphasis of the Baltimore TTX was on notification and public information, rapid response, and recovery to minimize hardship and economic losses while maintaining operational continuity of the City government, its leadership, and systems, community, private businesses, and public safety. The TTX focused on exercising the plans, policies, procedures, and staffs of the direction and control nodes of Incident Command and Unified Command. Generally, events were projected through an exercise scenario with event updates to drive activity at the management level. The movement of personnel and equipment was simulated. The objective of the TTX was to execute specific plans and procedures and apply established policies, plans, and procedures under crisis conditions, within or by a particular function team(s).
