The Uriah Group designed and conducted a pilot tabletop exercise (TTX) for 150 invited participants from the International Symposium on Agroterrorism, in accordance with federal Homeland Security Exercise and Evaluation Program (HSEEP) requirements, to emphasize the role of the FBI in an agroterrorism incident and to supplement the presentation topics at this year’s symposium.
Specifically, this first-of-its-kind TTX was designed to simulate the challenges faced by the FBI and other government agencies as well as the food industry at the various stages of the “farm to fork” food supply chain. Although restricted to the available symposium attendees, the TTX participants represented the full complement of stakeholders that would be involved in an agroterrorism event, specifically:
- Local, state, and federal government health, agriculture, and law enforcement
- Health care providers
- Academia
- The food industry, including processing/manufacturing, distribution, retail markets, and retail operations, including grocers and restaurants
- The international community
As a result, a greater awareness and appreciation of the critical nature of the public-private partnership in a crisis was established.
The Uriah Group version of the TTX, the Reality Based Exercise (RBXsm), is a free-form, scenario-driven, video-based exercise that encourages the participants to “free play” through a situation, providing the reality of a crisis with the analysis of a TTX. The emphasis of the RBXsm is communications, awareness, and leadership across the exercised environment by all the participants. Their exercises leverage the National Incident Management System (NIMS), the National Response Plan (NRP), and the precepts of the Joint Information System (JIS) and Joint Information Center (JIC). The additional value of the RBXsm with video supplements is the potential reuse factor that allows a client to take the delivered package and conduct the training in a different venue with new players.
The purpose of the exercise was to summarize the Symposium’s activities for the week by demonstrating the importance of interaction, cooperation, and coordination among all stakeholders. The ultimate goals were:
- Minimizing suffering, loss of life, and personal injury
- Minimizing damage to property
- Minimizing disaster-related service disruption which would have an adverse impact on the government, communities, and businesses and their employees, reputations, and brands
- Maintaining the tax revenue for local communities
The objectives for this TTX were:
- To identify and test the policies and procedures of the participants relating to an agroterrorism incident targeted at the food system continuum.
- To feature the actions of federal, state, and local law enforcement and the Joint Terrorism Task Force (JTTF).
- To demonstrate the role of the FBI in an agroterrorism incident, such as the application of a Joint Operations Center (JOC).
- To test the communications, awareness, and interactions of the players when faced with an agroterrorism incident.
- To test the local response procedures and the transition to state, federal, and international involvement.
- To identify issues that can develop during a crisis in communications with media and the public.
- To identify gaps in existing processes.
- To recommend improvements, actions, and transferable best practices in an After Action Report.
